Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition senators expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."

Ongoing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to reopen the government and continue the subsidies for a year.

Another senior Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Political Situation

None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several analysts indicated that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.

After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
